Also coming from India (which has very few research-oriented institutions) I still think these same ideas do translate pretty well to universities here.
I would say so. I don't think there is much push back on the notion that public school teachers are generally (very) underpaid. Teaching as a profession appears to have lost prestige and social status over time, despite education being the foundation of a thriving, innovative society.
